[SunRay-Users] Cisco Catalyst 6500

Does utcapture show packet loss?  Is the Sun Ray Server connected via 
gigE?  Are the DTU's coming up @ 100F?

Have you tried adding set hires_tick = 1 to /etc/system and rebooting?
