Do a dhtadm -P and verify that there is a DHCP entry for this MAC 
address, and that the alphabetics are upper case. They have to be upper 
case in the DHCP configuration, and I don't know if utfwadm translates them.

You'd be better off using .parms files, by the way. Also, the -f option 
needs to point to a file that's not in /tftpboot. I suspect what you're 
doing might try to copy that file to itself, with who-knows-what results.
